簡要規(guī)格描述或項目基本概況介紹、用途：為貫徹落實浦東新區(qū)“構(gòu)建海外綜合服務(wù)體系、提升企業(yè)出海服務(wù)專業(yè)度”的核心目標(biāo)，規(guī)范財政資金使用，提升服務(wù)效能，現(xiàn)擬通過公開招標(biāo)方式采購****年度“走出去”相關(guān)服務(wù)，承接機(jī)構(gòu)需全面負(fù)責(zé)浦東分平臺建設(shè)與運(yùn)營、浦開保利出海集聚區(qū)運(yùn)營、招商宣介及企業(yè)服務(wù)活動開展、出海專業(yè)研究等四項核心工作，推動浦東打造成為企業(yè)出海首選地和服務(wù)標(biāo)桿。（詳見招標(biāo)文件第三部分-服務(wù)需求書）。
Brief specification description or basic overview of the project:In order to implement the core goal of Pudong New Area to 'build an integrated overseas service system and enhance the professionalism of services for enterprises going abroad,' standardize the use of fiscal funds, and improve service efficiency, it is now planned to procure services related to 'going global' for the year **** through public bidding. The contracting organization shall be fully responsible for four core tasks: the construction and operation of the Pudong sub-platform, the operation of Pukai Poly overseas cluster, promotion and enterprise service activities, and professional research on going global, in order to promote Pudong as the preferred destination and service benchmark for enterprises going abroad. (For details, see Part Three of the bidding documents - Service Requirements).
(c)本項目的特定資格要求：1、符合《中華人民共和國政府采購法》第二十二條的規(guī)定
2、未被“信用中國”（******）、中國政府采購網(wǎng)（******）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單
3、為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的潛在投標(biāo)人，不得參加本項目的采購活動；
4、單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同潛在投標(biāo)人，不得參加同一合同項下的政府采購活動；
5、本項目不允許轉(zhuǎn)包；
6、本項目面向大、中、小、微型企業(yè)，事業(yè)單位、社會組織等各類供應(yīng)商采購。
(c)Specific qualification requirements for this program:3. Potential bidders who provide overall design, standards preparation, or project management, supervision, testing, and other services for the procurement project shall not participate in the procurement activities of this project; 4. Different potential bidders with the same unit leader or having direct controlling or management relationships shall not participate in government procurement activities under the same contract; 5. Subcontracting is not allowed for this project; 6. This project is open for procurement from suppliers of all types, including large, medium, small, and micro enterprises, public institutions, and social organizations.
