(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目專門面向中小企業(yè)采購，評審時，小微企業(yè)產品均不執(zhí)行價格扣除優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節(jié)能環(huán)保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔****〕**號和財政部財庫〔****〕**號文公布的節(jié)能環(huán)保產品品目清單中的產品實行優(yōu)先采購；對節(jié)能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優(yōu)先采購或強制采購政策。

2、具有安全生產許可證（有效期內）；
3、擬派項目負責人具有市政公用工程專業(yè)二級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產考核合格證書，且未擔任其他在建的建設工程項目的項目負責人；
4、業(yè)績要求：無；
5、其他要求：無。

(c)Specific qualification requirements for this program:1. Possessing a Class III or above qualification for general construction of municipal public works;
2. Having a safety production license (valid within the validity period);
3. The project leader to be dispatched should have a registered construction engineer qualification for municipal public works at the second level or above, possess a valid safety production assessment qualification certificate, and not be serving as the project leader of any other ongoing construction projects;
4. Performance requirements: None;
5. Other requirements: None.
