(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(b)落實政府采購政策需滿足的資格要求：本次采購執(zhí)行政府強(qiáng)制采購節(jié)能產(chǎn)品、鼓勵環(huán)保產(chǎn)品、支持中小微企業(yè)、促進(jìn)殘疾人就業(yè)、支持監(jiān)獄和戒毒企業(yè)、扶持不發(fā)達(dá)地區(qū)和少數(shù)民族地區(qū)等各項政府采購相關(guān)政策(以最新的已生效政策為準(zhǔn))。

(b)Qualification requirements to be met to implement government procurement policies:This procurement will implement various government procurement policies, including mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for small and medium-sized enterprises, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, and support for underdeveloped and ethnic minority areas (subject to the latest effective policies).

(c)本項目的特定資格要求：1）投標(biāo)人單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同單位，不得參加同一標(biāo)段投標(biāo)或者未劃分標(biāo)段的同一招標(biāo)項目投標(biāo)；
2）具有有效期內(nèi)的《勞務(wù)派遣經(jīng)營許可證》；
3）本項目專門面向小、微型企業(yè)采購，小微企業(yè)應(yīng)按照要求提交《中小企業(yè)聲明函》。
