(b)Qualification requirements to be met to implement government procurement policies:（1）Implementing quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement; supporting SMEs policy: this project is exclusively targeted at SMEs, no price discount preference will be given to SME products during evaluation.
（2）Supporting prison enterprises and welfare units for people with disabilities, treating them as equivalent to small and micro-enterprises;

(c)本項(xiàng)目的特定資格要求：3.1 本項(xiàng)目面向中小企業(yè)（含中型、小型、微型企業(yè)）采購；
3.2 具有省市級(jí)公安部門核發(fā)的有效的“保安服務(wù)許可證”。
3.3 未被“信用中國”（******）、中國政府采購網(wǎng)（******）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；
3.4 本項(xiàng)目不接受聯(lián)合體形式投標(biāo)。
3.5 供應(yīng)商單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一標(biāo)段投標(biāo)或者未劃分標(biāo)段的同一招標(biāo)項(xiàng)目投標(biāo)。為采購項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項(xiàng)目的其他采購活動(dòng)。
