簡要規(guī)則描述：為推進(jìn)鄉(xiāng)村振興，提升營商環(huán)境，進(jìn)一步做好“四好農(nóng)村路”建設(shè)，改善農(nóng)村公路的出行條件，擬對航帆路（航同路-航鳴路）進(jìn)行提檔升級，道路長度約1.**km。主要實(shí)施內(nèi)容包括：瀝青路面翻挖補(bǔ)強(qiáng)、銑刨加罩瀝青、出入口翻挖補(bǔ)強(qiáng)、側(cè)平石翻排、窨井井蓋更換成防沉降井蓋、更換雨水口、標(biāo)志標(biāo)線及其他安防設(shè)施完善等。

Brief Specification Description:To advance rural revitalization, improve the business environment, further promote the construction of "four-good rural roads", and enhance travel conditions on rural highways, it is planned to upgrade Hangfan Road (from Hangtong Road to Hangming Road), with a road length of approximately 1.** km. The main construction contents include: excavation and reinforcement of asphalt pavement, milling and overlaying of asphalt, excavation and reinforcement of access points, rearrangement of kerb stones, replacement of manhole covers with anti-settling covers, replacement of stormwater inlets, improvement of traffic signs and markings, and upgrading of other safety facilities. &２?氛?擼涸詡際酢⒎?竦戎副暉?忍跫?攏?圓普?坎瓶狻?**9〕** 號和財(cái)政部財(cái)庫〔****〕** 號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購。供應(yīng)商須提供具有國家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購或強(qiáng)制采購政策；(4）購買國貨政策：本項(xiàng)目不接受進(jìn)口產(chǎn)品。

(b)Qualification requirements to be met to implement government procurement policies:(1) Measures for implementing reserved share quotas to increase the share of small and medium-sized enterprises (SMEs) in government procurement and policies supporting SMEs: This project is exclusively open for procurement from small and medium-sized enterprises, and no price discount preferences shall apply to products supplied by SMEs during evaluation.

(c)本項(xiàng)目的特定資格要求：1、具有市政公用工程施工總承包三級及其以上資質(zhì)；2、具有建設(shè)部門頒發(fā)的《安全生產(chǎn)許可證》(有效期內(nèi)）；3、擬派的項(xiàng)目經(jīng)理須具有市政公用工程注冊建造師二級及其以上資格及有效的安全考核證書；4、單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購活動；為本項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得參加本項(xiàng)目的采購活動；5、本項(xiàng)目不接受聯(lián)合體響應(yīng)。

(c)Specific qualification requirements for this program:1. This procurement requires online response. Suppliers must obtain the Shanghai Electronic Signature Authentication Certificate (CA Certificate) and be registered and included in the database of the Shanghai Government Procurement Network in accordance with the *Interim Measures for the Registration and Credit Management of Suppliers in Shanghai Government Procurement*.
2. Suppliers that meet the provisions of Article ** of the *Guiding Opinions on Aligning with High-standard International Economic and Trade Rules and Promoting Government Procurement Reform in Pilot Areas* (Hucai Cai〔****〕No. **) shall not participate in the procurement activities of this project.
